马中博弈:白天迷路、老马识途,(文:黄泉安)

大马新政府内阁正式操作后的好看头,不是首相马哈迪、财长林冠英唱和揭穿前朝留下1兆国债,或纳吉“死鸡撑饭盖”式的午夜脸书回应,或是郭鹤年象征式回国出席资政理事会会议,令早前围攻郭老的巫统枭雄全部鸦雀无声的大快人心大场面。
我冷眼看江湖,发觉亮点是马哈迪可能会检讨中资包揽的550亿(国家资政理事会将之重估调高至670亿)东海岸铁道工程(ECRL),害中国单位急得团团转,中国驻马大使白天原先只能会见国家资政理事会的达因,过后借机参见郭鹤年得以见报,随后终于掌握契机拜见马哈迪,亲手奉上写着“老马识途”的扇子手信相赠。非常强烈的对照。

另一边厢,5月23日,国家资政理事会成员佐摩教授亲笔回应《金融时报》打脸中资,强调上述东海岸铁道计划不是经济性可行的工程,因为国际惯例证明,工程完工时都会出现成本超支。再者,东海岸铁道计划根本不算是中国带进大马的海外投资,而是一笔通过中国进出口银行提供预计成本85%的大型借贷,而且更以偏向优惠中国的条件计算。这项工程是纳吉前朝政府以非透明方式及没经竞争下就交予中国公司包办,此外也对中资颁赐豁免课税的特别优惠。
佐摩提到,虽然咨询专家劝勉这项工程须耗时18年才完工,但中方已在今年开始施工,目标要在7年内竣工。此外,施工未及4个月,中资已经释放贷款总额的25%。意即,中国贷款放钱放得很急,事必有因。佐摩文中也留下埋伏线,就是马来西亚政府此后将会更加精明处事。
5月28日版《The Edge 财经周刊》刊登首相专访,马哈迪重新提及东海岸铁道计划很奇特,根本不是中国对马投资,因为该笔工程85%成本借贷只会释放给中国境内的中资公司。根据一般国际惯例,由于工程是在马来西亚境内施工,类似的岸外贷款是会释放给中资在我国设立的子公司才对(详文请参阅该周刊第70至73页)。
东海岸铁道计划的承建公司是国营中资中国交通建设股份有限公司(CCCC),融资正如佐摩教授所说,是来自中国进出口银行。马哈迪觉得这项工程很奇特,是因为中资银行释放给CCCC的款项并没依据完工率下放,而是依据一份早已制定的时间表下放,而不管工程进度去到什么阶段。
马哈迪对周刊表示,他怀疑中国付款的某部分是用来抵偿一马公司(1MDB)的债务,也包括收购一些本地公司。由于货不对版,马哈迪才打算检讨该项工程,甚至和中方重新交涉工程贷款的条件。
《The Edge 财经周刊》消息透露,东海岸铁道工程成本估计只需400亿令吉,但2016年设计阶段时,前朝政府将之吹胀到600亿(后来又增至700亿令吉),多算的200亿令吉是打算用来支付一马公司的债务。至于相传中资打算收购的本地公司,是与刘特佐有连带关系的Putrajaya Perdana 有限公司及 Loh & Loh Corp 有限公司。
财经周刊根据所获文件指出,该项600亿合约款项将会依据3个部分去分配:一、中资CCCC的承建成本预计270亿令吉,加上利润27.29亿令吉,总计是297.2亿令吉,等于承建合约的49.5%。
二、依据套装献议,CCCC将会通过无关联的提名公司(Nominee Company)收购部分一马公司产业,包括位于槟城阿依淡估值13亿令吉的地皮(槟城人,注意啦!),另加收购Brazen Sky Ltd的100%股权,而据称这间公司拥属的Brazen Sky 基金单位估值9.4亿美金(37.6亿令吉),再加1MDB环球投资有限公司的基金单位共值15.6亿美元(62.4亿令吉),意即1MDB能源控股有限公司(1MEL)的100%股权。
这一连串收购,将协助一马公司通过1MDB能源有限公司(1MEL)及1MDB冷岳能源有限公司(1MELL)发出共达35亿美元的债券,抵偿予有关提名公司。这样一来,东海岸铁道计划首7年(2016至2022)的12.8亿美元利息总额,就能透过这笔中国贷款抵消。延至2022年,上述提名公司将能赎回剩余的两桩债券的现金,以及套现中资银行贷款的余款。上述债券原本是2012及2014由1MDB发出来收购发电厂的资本,同时全程交由国际石油投资公司(IPIC)做担保。结算起来,这笔总计47.8亿美元(191.2亿令吉)的收购计划,也等于东海岸铁道计划总贷款的三分一。
三、收购Loh & Loh Corp 及Putrajaya Perdana: 《The Edge 财经周刊》透露它所取得的文件显示,中资CCCC收购Loh & Loh 的90%股权,将耗资2.44亿美元,而收购Putrajaya Perdana 将耗资7100万美元。两项收购,总计3.15亿美元(12.6亿令吉)。
到底《The Edge》专访马哈迪附带的消息,来源可信吗?还有,中资进出口银行的贷款是否已依据马哈迪所提的放款时间表下放了,大家只能等待往后的揭秘。现在问题来了,知道马哈迪性子的人,一定料到他会在近日重提检讨东海岸铁道计划的议题,肯定会再践踏中国的神经线。
其实,我们也难怪马哈迪对这东海岸铁道计划死缠烂打,因为纳吉代为马来西亚人敲定整个计划,负责机构Malaysia Rail Link 有限公司(MRL)所承担的145亿令吉债务,是全由马来西亚联邦政府担保的。到时,如果马哈迪取消这项铁道工程,你能怪他吗?中国能怪他吗?真想不通,中国算盘处处打得精明,怎会掉入落难纳吉的那滩浑水?

梁文道:豬也活得很穩定

大概沒有人會不喜歡穩定的生活,穩定的秩序,所以每一個威權政府都特別喜歡強調穩定的重要,尤其是在它感到自己的勢力已經不太穩定、搖搖欲墜的時候。年紀夠大、記性又夠好的話,當會記得幾乎亞洲每一個威權政府都曾在它們即將垮台的前夕發出過類似的恐嚇:「我們要是下台,大家穩定的日子就會結束,國家就會充滿了衝突和暴力」。真巧,這正是馬來西亞執政聯盟「國陣」的領袖納吉在這幾天反覆陳說的論調。
活在威權之下,日子當然穩定,只不過那是一種不公不義的日子。所以問題並不在於大家要不要穩定,而在人民究竟想要那一種穩定的生活,那一套穩定的秩序。豬圈的生活也很穩定,而且還極有秩序,每一頭豬生下來之後就被固定在同一個位置,日日定時飽餐,到了一定歲數一定重量之後就被送去屠宰,其規律絲毫不爽。難道這就是種有益豬群的好生活好秩序嗎?
的確,重建後威權的社會往往要比推倒威權還難。那是因為舊秩序儘管不堪,但到底也是套秩序。大家習慣了它的遊戲規則,固有的利益聯盟也不是說倒就倒,扭曲的社會肌理如藤蔓般雜生交纏,長年不癒的創口化膿腐敗;這一切全都不是一時片刻就能治理得好的。有時候,甚至連「轉型的陣痛」這句老話都嫌太過輕淡,因為那種痛通常不是陣痛,往往漫長難受得叫人灰心,甚至後悔。
故此,激情之外,還需要堅定的信念、冷靜的頭腦,與寬容的胸懷;因為威權崩解之後,面前還有修遠的道路。直到今天,台灣還有不少人覺得自己當年太過天真,以為民主化之後,萬難迎刃而解。直至今日,南非的治安問題仍然困擾民生,種族貧富間的不平更是有待消弭。可是你去隨便找個台灣人或者南非人問問,有誰願意回到國民黨一黨獨裁,或者種族隔離政策依然健在的日子。在不公義的穩定,與不太穩定但卻有尊嚴有希望的生活之間;在一套人家加諸己身的秩序,與一套自己有份創建有份負責的秩序之間;這個抉擇的答案豈不清楚判然?

转载:Fukushima – Deep Trouble (by ROBERT HUNZIKER)

The Fukushima Daiichi Nuclear Power Plant disaster may go down as one of history’s boundless tragedies and not just because of a nuclear meltdown, but rather the tragic loss of a nation’s soul.
Imagine the following scenario: 207 million cardboard book boxes, end-to-end, circumnavigating Earth, like railroad tracks, going all the way around the planet. That’s a lot of book boxes. Now, fill the boxes with radioactive waste. Forthwith, that’s the amount of radioactive waste stored unsheltered in one-tonne black bags throughout Fukushima Prefecture, amounting to 9,000,000 cubic metres
But wait, there’s more to come, another 13,000,000 cubic metres of radioactive soil is yet to be collected. (Source: Voice of America News, Problems Keep Piling Up in Fukushima, Feb. 17, 2016).
And, there’s still more, the cleanup operations only go 50-100 feet beyond roadways. Plus, a 100-mile mountain range along the coast and hillsides around Fukushima are contaminated but not cleansed at all. As a consequence, the decontaminated land will likely be re-contaminated by radioactive runoff from the hills and mountains.
Indubitably, how and where to store millions of cubic metres of one-tonne black bags filled with radioactive waste is no small problem. It is a super-colossal problem. What if bags deteriorate? What if a tsunami hits? The “what-ifs” are endless, endless, and beyond.
“The black bags of radioactive soil, now scattered at 115,000 locations in Fukushima, are eventually to be moved to yet-to-be built interim facilities, encompassing 16 square kilometers, in two towns close to the crippled nuclear power plant,” Ibid.
By itself, 115,000 locations each containing many, many, mucho one-tonne bags of radioactive waste is a logistical nightmare, just the trucking alone is forever a humongous task, decades to come.
According to Japanese government and industry sources, cleaning up everything and decommissioning the broken down reactors will take at least 40 years at a cost of $250 billion, assuming nothing goes wrong. But dismally, everything that can possibly go wrong for Tokyo Electric Power Company (“TEPCO”) over the past 5 years has gone wrong, not a good record.
And, Japan is hosting the 2020 Olympics?
Yet, Fukushima Daiichi Nuclear Power Plant remains totally out of control with no end in sight. As far as that goes, Olympic events alongside an out of control nuclear meltdown seem unfathomable.
As recently as October 30, 2015, The Japan Times reported: “Extremely high radiation levels and the inability to grasp the details about melted nuclear fuel make it impossible for the utility to chart the course of its planned decommissioning of the reactors at the plant.”
On the other hand, according to TEPCO, preparation is underway for removal of the melted nuclear fuel, scheduled to begin in 2021. “But it is difficult to know what is happening inside the reactors, and there are no established methods for doing so… It is not difficult to get a camera inside the reactor. The problem is the camera breaks down due to high levels of radiation,” according to Toru Ogawa, director of the Japan Atomic Energy Agency’s Collaborative Laboratories for Advanced Decommissioning Science (Kiyoshi Ando, senior staff writer, Long Road Ahead for Fukushima Cleanup, Nikkei Asian Review, Feb. 19, 2016).
Beyond the remote possibility they find the melted nuclear core aka: corium, engineers have not yet figured out how to cart the molten core away, assuming it can ever be located, and somehow handled. Meantime, if molten core burrows through the steel-reinforced concrete containment vessels into Earth, then what? It is likely a disaster for the ages! But, what about the Olympics?
If perchance melted nuclear core penetrates its steel-reinforced concrete containment vessel and burrows into the ground, it likely results in deadly isotopes uncontrollably spreading erratically, ubiquitously into surrounding underground soil and water. It is difficult to imagine Olympic events where melted nuclear core is still at large.
“Sporting events at the 2020 Tokyo Olympics are to be held in the Japanese region of Fukushima… Spectators and athletes in the Olympic village will be served with food from the region as part of an effort to restore the reputation of Fukushima, formerly one of Japan’s richest agricultural regions,” Fukushima to Host Olympic 2020 Events, The Times, Feb. 25, 2015.
The Tragedy of Countless Unreported Worker Deaths
Indeed, the question of whether Fukushima can ever be adequately, safely decontaminated is wide-open, which logically segues to question who does the dirty work, how workers are hired, and what’s their health status? According to mainstream news sources in Japan, workers are doing just fine, estimates range up to 45,000 workers all-in, no major problems.
As far as the world is concerned, the following headline sums up radiation-related issues for workers, First Fukushima Worker Diagnosed With Radiation-linked Cancer, The Telegraph, Oct. 20, 2015. All things considered, that’s not so bad. But, who’s counting?
Trustworthy sources outside of mainstream news claim otherwise, none more so than Mako Oshidori, a Japanese freelance journalist and a director of Free Press Corporation/Japan, and a former student of School of Life Sciences at Tottori University Faculty of Medicine, in a lecture entitled “The Hidden Truth about Fukushima” delivered at the international conference “Effects of Nuclear Disasters on Natural Environment and Human Health” held in Germany in 2014 co-organized by International Physicians for Prevention of Nuclear War.
Free Press Corporation/Japan was formed after the 2011 Great Sendai Earthquake as a counterbalance to Japan’s mainstream government influenced media, described by Mako as journalists who do not report truth, journalists afraid of the truth!
“There is one thing that really surprised me here in Europe. It’s the fact that people here think Japan is a very democratic and free country.” (Mako Oshidori)
According to Mako, TEPCO and the government deliberately cover-up deaths of Fukushima workers, and not only do they cover-up deaths, but once she investigated stories of unreported deaths, government agents started following her: “When I would talk to someone, a surveillance agent from the central government’s public police force would come very close, trying to eavesdrop on the conversation,” Exposed: Death of Fukushima Workers Covered-Up by TEPCO and Government, NSNBC International, March 21, 2014.
Mako Oshidori: “I would like to talk about my interview of a nurse who used to work at the Fukushima Daiichi Nuclear Power Plant (NPP) after the accident… He quit his job with TEPCO in 2013, and that’s when I interviewed him… As of now, there are multiple NPP workers that have died, but only the ones who died on the job are reported publicly. Some of them have died suddenly while off work, for instance, during the weekend or in their sleep, but none of their deaths are reported.”
“Not only that, they are not included in the worker death count. For example, there are some workers who quit the job after a lot of radiation exposure, such as 50, 60 to 70 mili Sieverts, and end up dying a month later, but none of these deaths are either reported, or included in the death toll. This is the reality of the NPP workers.”
The “reality of the NPP workers… dying a month later” does not correspond very well with Abe administration insistence that nuke plants reopen, even though the country has continued to function for five years without nuclear power, hmm.
In her speech, Mako talks about problems for journalists because of government interference: “An ex-agent who is knowledgeable about the work of the Public Security Intelligence Agency (“PSIA”) said that when you are visibly followed, that was meant to intimidate you. If there was one person visible, then there would be ten more. I think that is analogous to cockroaches. So, when you do a little serious investigation about the nuclear accident, you are under various pressure and it makes it more difficult to interview people.”
Still, she interviewed Fukushima mothers, e.g., “Next, I would like to talk about mothers in Fukushima. These mothers (and fathers) live in Iwaki City, Fukushima. They are active on school lunch issues. Currently, Fukushima produce isn’t selling well due to suspected contamination. So the prefectural policy is to encourage the use of Fukushima produce in school lunches, in an attempt to appeal to its safety… the mothers claim that currently in Japan only cesium is measured and they have no idea if there is any strontium-90. They oppose the use of Fukushima produce in school lunches for fear of finding out, ten-plus years down the road, that there was actually plutonium in the food that children ate.”
Mothers who oppose the prefecture’s luncheon policy are told to leave Fukushima Prefecture, move out if they worry about contamination, pull up stakes and move on.

All of which begs the question of who does the dirty work? According to Michel Chossudovsky, director of Centre for Research on Globalization (Canada), Japan’s organized crime syndicate Yakusa is actively involved in recruitment. Personnel who qualify for radioactive cleanup work include underemployed, impoverished, indigent, unemployed, homeless, hard up, down-and-out, and poverty-stricken individuals, as well as non-destitute people willing to undertake under-paid, high-risk work. The nameless are shoe-ins.
As intimated by Mako Oshidori, governmental secrecy laws and intimidation techniques vastly overshadow the tragedy of the disaster, an oppressive black cloud that won’t go away. People are scared to say anything for fear of reprisal, jail, and blacklisting. Mako Oshidori’s name is prominently secretly blacklisted. A government mole told her.
Accordingly, it is instructive to look at Japan’s new state secrecy law Act on the Protection of Specially Designated Secrets (SDS) Act No. 108 of 2013 passed on the heels of the Fukushima meltdown, very similar to Japan’s harsh Public Peace and Order Controls of WWII. According to Act No. 108, the “act of leaking itself” is bad enough for prosecution, regardless of what, how, or why.
Thereupon, Susumu Murakoshi, president of the Japan Federation of Bar Associations says: “The law should be abolished because it jeopardizes democracy and the people’s right to know,” Abe’s Secrets Law Undermines Japan’s Democracy, The Japan Times, Dec. 13, 2014.
Public opinion is shaped by public knowledge of events, but the Abe government’s enactment of an extraordinarily broad dastardly secrecy law (almost anyone can be arrested) that threatens prison sentences up to 10 years undermines confidence in believability of the Japanese government.
But categorically, Japan needs to nurture confidence.

Our Planet Earth is heading straight towards the most dangerous collision in its history. It is not a collision with some foreign body, with an asteroid or a comet, but with the most brutal and selfish chunk of its own inhabitants: with people who proudly call themselves “members of the Western civilization.”
Again and again it is clearly demonstrated that Western culture, which the paramount psychologist Carl Jung used to call “pathology”, couldn’t be trusted.
This “culture” had already mercilessly slaughtered several hundreds of millions of people in all corners of the world; it enslaved entire continents, and plundered all that had any value, whether it was located above or under the surface of earth.

Inhabitants of Europe, the United States, as well as rulers of the client states, showed chilling indifference towards the suffering of their victims.
They also demonstrated utmost ignorance and the highest level of indoctrination!
For centuries, citizens of France, United Kingdom, Belgium, Spain, Portugal and other Western nations were staring at the battle ships leaving their shores, sailing towards Asia, Latin America and Africa … Mouths open wide; they were pretending that they did not really know what horrors these ships were going to spread. When the ships returned, packed with slaves and unimaginable booty, they shut down their brains, claimed ignorance once again, attributing thriving of their cities and states to some “Western ingenuity, enterprising spirit and hard work,” but definitely not to terror, rape and appalling plunder of the world.
What Germans did, gazing at the chimneys of the concentration camps that were regurgitating thick smoke of the victims of Holocaust and then claiming that “they did not know”, was exactly what all Europeans did for centuries and millennia, when their troops and “investments” into all sorts of Crusades, were looting and brutalizing everyone on the surface of our Planet.
Throughout the history, holocausts have been performed, again and again, all over Africa, in the Middle East, in Latin America, Caribbean, sub-Continent, and Asia Pacific, even in Oceania.
The Westerners never lifted a finger to stop crimes that their states have been committing! As long as they were getting fat, why should they? Their servile and cowardly intellectuals are still refusing, with some tiny exceptions that do not constitute even 1 percent, to depict gruesome destruction, humiliation and torment of “the others”. Western philosophers are locked at the sclerotic institutions called universities, whoring for tenures, instead of describing the world in all its sickening dismay. The media and artists are not fairing any better.
The role of Christianity has been vast and monstrous. In a foreseeable future I will dedicate an essay that will describe its responsibility for the global genocide, as well as a slender but provocative philosophic book on the same topic, co-authored with one of the leading Christian theologians. Christianity (even its non-religious forms called “secularism” or “atheism”) has been spreading intolerance, bigoted dogmas, exclusivism and complexes of superiority. It offered justification; it even inspired the crusades, colonial expansionism, mass murder as well as destruction of entire local cultures.
And yet, the same bandit nations, the same cowardly but sadistic culture, the same perverse religion, are still clinging to power, still torturing and murdering the millions.
Their gangrenous sisters, capitalism and nihilism, are brainwashing people all over the world, while driving them into dark valleys of despair.
It is because their weapons of mass destruction are the deadliest, their propaganda the most advanced, their opposition the most indoctrinated and their opposition almost non-existent!

War after war, genocide after genocide, the Westerners are still playing dumb! They refuse to acknowledge whet they are doing to the world.
When over 100 French people died during a bizarre recent string of attacks in Paris (who was behind them? West’s allies – jihadists, or maybe their own establishment?), Europeans began mourning their own victims – and pointing fingers at “the others”. People all over the world, either too scared to say “no” or too brainwashed as well, began expressing solidarity with the French nation.
Part of “The Jungle”, a terrible refugee camp near the French city of Calais, went ablaze. Refugees got attacked all over Europe, as “retaliation”. But retaliation for what? After all, refugees were only escaping their countries that were ruined and plundered by both Europe and the United States!
But this is not how a common European was instructed to see the world.
The common European and North American is much more submissive to the regime, than a common inhabitant of any other part of the world. He or she learns what is required to be learned, listens attentively what the media/propaganda people digest and serve. Debates are almost always within the permitted framework.
A common citizen of a Western country devours hours of bizarre entertainment daily (including “news entertainment”). They watch dozens of propaganda films and clips, every year. He or she can hardly make any distinction between reality and fiction, anymore. Such a citizen is willing to sacrifice billions of men, women and children all over the world just for their own material benefits and wellbeing.
All he or she knows, all he or she feels is (somehow abstractly) is that they are somehow “superior” to the rest of humanity; that their culture is exceptional and predestined to rule the world. All heor she senses is that he or she has the right to consume and to use all the natural resources of the world, and that their government can decide which country outside the Western realm should be allow to stand and which would be forced to fall.
Millions of human lives lost in the Middle East, tens of millions of men, women and children murdered by imperialism in Africa? Who cares? Who bloody cares? Westerner eats, copulates, sometimes works and then he either tries to enjoy his life, or he fights for much better benefits… for himself, or for herself. Rest of the world is there to provide or to subsidize such benefits; that is all.
The dumber they, the Westerners, are, the more self-assured and arrogant their worldview. You see people like this in a pub, but you also see them controlling all international organizations, even the UN agencies. Those big, beefy, tall Germans, Scandinavians, North Americans, Brits – speaking with air of a stone superiority to those “agile Asians, clumsy Africans and insecure Arabs”! Telling them what to do, how to run their societies. Absolutely no shame! You would never hear them lamenting: “We fucked up the world. We raped the planet. We are still doing it…” Never.
No apologies, no remorse, no grand plan for how to reverse the flow, how to return at least some part of what had been stolen and how to stop murdering.
Of course, everywhere you go, you read stuff like “May Peace Prevail on Earth!”

Yes, over 100 people died in Paris. Right before that, almost 50 died in Beirut, Lebanon. While thousands are dying in Yemen, every month… While 17,000 already vanished in Iran – victims of West-sponsored terrorism… While hundreds of thousands have been dying in Libya and Syria… While millions have been dying in Somalia and Iraq… While some 10 millions already died in a looted and raped DRC (the Democratic Republic of Congo) … All of them victims of Western assaults and banditry or of Western-sponsored terrorism directly!
All those Mujahedeen, al-Qaida, al-Nusra, IS… That entire Wahhabi fundamentalism created first by the British and later North American imperialism. All that vile, toxic stuff that had been armed, and financed and serviced by the Europeans, as well as Saudis, Turks and other great allies of the West.
And why was that stinky stuff so diligently armed and financed? So it could ruin and destroy progressive, socialist Islam, from Egypt to Iran to Indonesia! So it could destroy the Soviet Union and any Marxist roots in Afghanistan! So it could murder millions of progressive people in those proud and independent nations. So the West could rule, unopposed, grabbing all it wants, deciding who will be governing where!

Now Russia stands against the terror with its fighter jets. Its bombers are flying sorties for survival of this humanity. Just recently, Russia already paid a tremendous price, and we all know what it was. But it is used to paying unimaginable prices, for the survival of our planet. 25 million human lives in just one war, in order to defeat Nazism. Or great chunk of economic output of the USSR, “just” in order to defeat Western imperialism and colonialism.
China sent military advisers, and is standing by, rock solid, shoulder-to-shoulder Russia.
Syria managed to shock the world by refusing to surrender, by fighting with unimaginable heroism against all odds. Half of its people are on the move, millions of refugees are flooding all shores, but the country is standing tall, injured and bleeding but standing, nevertheless.
And so is Latin America, despite all those vicious attacks from the West. Standing, damn it, standing towering and proud!
And those ignorant, selfish, brutal hordes in the West see nothing. They repeat propaganda injected to their heads, providing slight variations to it, calling it freedom of expression!

After the “Paris attacks”, Western propaganda is in top gear once again. Its apparatchiks were clearly “prepared and ready”. Future direct attacks against Syria are already “justified” well in advance. Not against ISIS (although that would be the official pretext), but against President al-Assad and his government which is, despite everything, supported by the majority of Syrian people. Attacks against Syria will not be called “Western terrorism”, but something like a “heroic revenge”.
Can this planet be entrusted to those who watch crap on their television screens, day after day – both Hollywood propaganda production, and news propaganda briefings?
Can anything that comes from the West be taken seriously, after centuries of lies and murder?
Who is killing whom, lately? Who is behind what?
I will stick to what I know. And what I know is who is actually killing millions in the Middle East, Africa and Asia.
I will not speculate about some “insider job” of the Empire, although I have some strong suspicions; of course I do! For now I will only stick to facts that I can prove.
And the facts are simple and horrendous: the Empire has been murdering tens of millions of people on our planet. The Empire, and that self-perpetuated ignorance, fundamentalism and blindness of its indoctrinated citizens!

上个星期,马哈迪终于放话,呼吁朝野势力一起在国会推不信任动议,逼使纳吉下台,条件是不要换政府,而是让巫统继续执政。
表面上,马哈迪担忧的是以巫统垮台为前提的动议,不会获得执政集团议员支持;实际上他从未希望巫统下野,否则他苦心积虑栽培儿子慕克里坐上首相大位的毕生愿望就要在他有生之年落空。
不只是马哈迪本身,他整个家族都一样。就连他那个被中英文媒体吹捧成“社运良心”的长女玛丽娜,台面上和宗教保守势力对着干,却从来不曾批判巫统的朋党主义,也不敢碰触新经济政策。原因除了她简单的政治思维让她处理繁复的政经议题力有不逮之外,更关键的是她清楚明白自己的三个弟弟致富是在父亲担任首相期间,而新经济政策(NEP)保障了他们的权益。西谚有云:住在玻璃屋里的人不可丢石头(People who live the glass houses should not throw stones),尽管她不时暗讽纳吉夫妇敛财无度,作风奢华,毕竟不敢公然挑战巫统权贵最重要的致富管道,就是NEP。
和她父亲一样,玛丽娜从来没有任何一篇文章或一则谈话涉及实质的体制改革。广告界出身的她,向来对群众的需求很敏感,知道什么样的议题能制造媒体效应。但要说到改革政体,除了因为她能力所不及之外,也因为一个更为民主透明的马来西亚社会,会倒回来质疑她家族财富与影响力的来源。

《马哈迪与眼前乱象》


无人能否认马哈迪的政治魅力。巫统虽然从创党开始就是以领袖魅力为主导的政党,但内部素来有民主竞争的传统,直到马哈迪凭一人之力,把整个政党服膺于其个人意志之下。其绝对专断与权力高度集中的领导,充分显示了其个人魄力与魅力,却也彻底破坏了巫统以至国家体制的权力制衡。当然,他能成其功,在党内要归功巫统其他党要的配合(包括他曾经钦点的接班人安华),在党外则要感谢林良实这些“友党领袖”的全力支持,以及社会上“沉默的多数”。
和当下的纳吉不同,马哈迪提出一个宏愿,加以1990年代中以前的经济好景,成功在群众之间发挥了“情感之占有”(emotional seizure),虽然20年后看来,一切不过镜花水月。纳吉身边的助手顾问专家和媒体化妆师的总数加起来恐怕比内阁成员还多,却达不到马哈迪百分之十的效果。纵然如此,他毕竟继承了马哈迪留下的体制,只要脸皮够厚,丝毫没有魅力也依然能在斗争中占上风。
吾人切莫以为纳吉大搞1MDB或胆敢将26亿汇入个人账户仅仅是个人的越权行为。事实上,这正是马哈迪22年摧毁国家政治体制,让首相权力彻底不受制衡的恶果。

《首相兼财长恶习之源》

西敏寺制度下,财长/财相是制衡总理/首相的关键人物。出任这个职位的人,不但被视为“接大位者”,同时也必须在内阁制衡首相/总理,以免后者中饱私囊,专断滥权。因此,一人不应出任二职,否则就会出现独裁者。
1989年,曾经是撒切尔夫人亲信和接班人的财相罗森以“政见不同”为由辞职,重创铁娘子的威信,导致她一年后黯然下台。同样的戏码,在澳洲和加拿大都上演过。
马哈迪于1984年的党选过后,以东姑拉沙里输掉署理主席为由撤掉其财长一职,却害怕获胜的慕沙希淡势力膨胀,而委任在党内毫无基层,仅是大掌柜的达因继任财长。就算马哈迪于1991年委任安华为财长,依然保留达因为巫统大掌柜,确保党库继续畅通无阻。
1997/98年的经济风暴期间,安华在内阁里头和对外都否决了马哈迪好些重要的项目,尤其是拒绝由政府拯救后者儿子的企业,种下了往后遭诬陷入狱的恶果。马哈迪虽然在安华之后破天荒由自己暂时兼任财长,毕竟在党内外压力下重新委任达因出任财长,后者却因为知道老马政权大限已至,不可能撑过下一个大选,因此任内大肆敛财仿似没有明日,让巫统的臭名直落谷底,导致马哈迪不得不在2001年中逼他辞职,再次兼任财长直到“退休”。
从此,首相兼任财长成了马来西亚威权政治的重要特色,也为纳吉1MDB丑闻打开方便之门,让“国库通党库”进一步提升至“党库通私库”。
纳吉固然可恶,马哈迪才是当下劣质政府的始作俑者。那些一再呼吁马哈迪参与救国大计,或期待柔佛巫统是合作伙伴的人,若非聪明过头(too clever by half),就是投机。

《拒绝巫统,勿忘初衷》
那些以为柔佛巫统与中央巫统切割就可以是合作对象的在野党人士,不说别的,看看沙里尔(Shahrir Samad)就好。他当年和马哈迪决裂,被开除出党后独立参选新山国会议席告捷,多少年来被视为“巫统的良心”。
今天,这个人承认收纳吉的钱很正常,还硬掰公众接受关于26亿捐款的解释。良心?
巫统历史上只遭遇两次伤及要害的党争:1987年的AB队和1998年的烈火莫熄,都在马哈迪任内发生。87年的斗争只逼使领队东姑拉沙里更向右倾斜,以捍卫马来主权为号召。虽然后来另组四六精神党,论述始终不曾进步,一阵火花后草草收场回归巫统。
相反地,安华领导的斗争则必须在彻底与巫统决裂并同马哈迪主义切割后,才获得生机,持续至今。
因此,柔佛巫统纵使有异动,眼不必太尖的人也看得出州务大臣卡立诺丁和老树盘根的慕尤丁,幕后操盘的是马哈迪。这个老贼,能让人对改革有信心吗?就算他们和中央巫统切割,就意味着新政吗?
从政者在大小事上没有担待也就算了,为了抢媒体头条却曝露自己不过聪明过头,何必呢?
马哈迪要民众拒绝纳吉,但接受巫统,任何希望马来西亚能民主化的人,绝不可能认同他的看法。
拒绝巫统,勿忘初衷。

《体制改革不可或缺》
自古以来,人类就崇拜魅力型领袖,但在民主社会,魅力型领袖往往又是体制的破坏者,这是民众的矛盾之处。在马来西亚这样的伪民主里头,我们更难一方面期待一个强有力的首相,一方面又渴望在政治体制中保存权力制衡。
因此,Bersih 4 上街,图的不仅仅是纳吉下台,还包括整个体制的改革。最起码的,是施压成立过渡政府,在有限的委托任期内至少在国会动议通过选举制度改革,废除恶法,保障言论与媒体自由,强化反贪会和其他执法单位,并削弱首相署权力等。任何不同意这些条件的政客,管它巫统与否,一律拒绝。
经济低迷,马币走贬,物价飙升,政治昏暗,确实是当下国家社会的现实写照。但我们回望1990年代末,华社中极少人谈司法改革,关注警队暴力,选区划分不公平,言论不自由,上街示威被打等等。一切都以一句“不要插手马来社会的政治斗争”或“安华这种马来人搞基,很奇怪咩?”打发掉。
马哈迪当机立断,事实货币与资金管制,让人以为他高瞻远瞩。实情是他利用有限的时间拯救自己的政治权力和维护家人及朋党利益,没有任何实质的政经改革,结果是后来的阿都拉和纳吉都继承了尾大不掉的官联公司和企业,延续毫无效率的经济模式,更门户大开,在本国企业沉屙不起时,引入中国、中东和其他不清不楚的外国资金,马照跑舞照跳,继续假开放伪自由的资本主义。

《补课赶上的最好时代》
因此,我同意彭博社专栏作者威廉皮塞克(William Pesek)近日的评论,一马公司、26亿献金和当下疲弱的马币与经济,远因在于1997/98年的经济风暴。很多人以为我们过关了,比印度尼西亚要好,其实潜伏的危机到今天才逐一爆发。
解除民间对马哈迪家族的迷思,是推动政治改革极为重要的一步,也可避免他骑劫任何的民间运动。
但时代终究不同了。看看过去两个星期的发展,华社民间醒觉了,自动自发要做些事情。Bersih运动,一次比一次规模壮大,就算经历了505的挫折,到了这一刻仍然有不少人身体力行为Bersih 4.0造势,深怕一个失败,从此回到2000年前。
和那些对社会和政治观察还停留在Bersih 1.0的“学者”们所认定的不同,这次的运动并不完全由社会精英操纵,林吉祥也敏锐地感受到民间蠢蠢欲动的脉搏,知道机不可失,立马在行动党高层尚未决定投入与否时率先宣布支持,他到底不想执输啊!
某一天,我搭巴士从市中心回家,和售票的阿姨聊到一些政治,她忽然当着众人的面批评纳吉贪得无厌,这是我在90年代末感受不到的氛围。
那个年代,东南亚区域风起云涌的政治改革,我们错过了,如今重新补上这堂课,为时未晚。只要抛弃对强人政治的迷思,看清国家问题的本质,当下实在是一个最好的时代。
不必求马哈迪合作,无需期待巫统改革,一切民间自己来。
以此共勉,街头再见。

阿末扎希当上副首相后,最近脑中老浮现1998年他被马哈迪狠狠羞辱时的一幕。扎希时为巫青团长、安华麾下大将、政治新星。安华遭马哈迪革职前后,扎希开始大肆抨击巫统当权派的朋党恩庇及裙带歪风,岂料马哈迪迅予反击,将他挂名董事的十数间官联企业名单公诸于世,证明他也是朋党金钱游戏圈内的“岳不群”。扎希一脸尴尬,逐渐沉默,安华下狱后更低调靠拢当权派,从此大悟,当“真小人”去。今天的副首相高位,正是他不再假仁假义换来的功勋。
纳吉的连串丑闻案牵动巫统党内新一波权斗,其本质及凶险已另文论及,不赘,但更耸动直观的是巫统权贵们不惧清议、公然颠倒是非的坦荡嘴脸。撇开老一辈的依斯迈沙比利(Ismail Sabri Yaakob)之流不论,原国会公账会主席诺嘉兹兰(Nur Jazlan Mohamed)、房地部长阿都拉曼达兰(Abdul Rahman Dahlan)、青年与体育部长凯里(Khairy Jamaluddin)等青壮辈菁英,政治生命还很长,缘何也堕落得如此有恃无恐?
所谓“菁英”,一纸名校的漂亮学历外,往往也辩才无碍、脑筋快,精于权钱算计。这年头,当然没人会期待巫统菁英们清廉自持,因为能够在党内权钱恩庇运作下上位的豪强,包括当前正义凛然的慕尤丁、马哈迪和暧暧昧昧的东姑拉沙里,套句俗话可谓“好人有限”。譬如慕尤丁,早年在柔佛州务大臣任内到底有多清廉,柔州百姓心里有数。不过青壮一辈如果尚未上位、还要往上爬,形象毕竟是其政治资产。眼下才俊们都选择与扎希看齐,宁舍形象转当真小人,也就意味着权衡局势后,众皆认定纳吉还有胜算、巫统政权不倒,所以才不急着跳船,护主捞好处。

不过纳吉不倒和巫统政权不倒这两个前提,未必兼得。最佳状况,当然是老板熬过劫难,又保住巫统政权。棘手状况,则是老板不倒,却因此拖累巫统政权,垮了,自己也前途未卜。最糟下场,莫如老板和巫统政权都倒,自己的政治生命要归零重来。马哈迪现在嚷嚷的国会信任投票,就是要弃纳吉保巫统──罢了纳吉,天下还应该是巫统的,否则不干。慕尤丁的潜论述,亦复如此。
纳吉会不会倒?只要够狠,就能不倒。原因无他,党外党内,制衡失效。国家体制内对丑闻案的调查,逐一停摆,说明纳吉∕巫统对国家体制的掌控,至今未失。既有的监督制衡机制,尤其是最核心的司法独立,早在马哈迪22年首相任内就已崩坏弱化,虚有其表,纳吉单凭人事调动就可破解。以反贪会为例,反贪会至今没独立的人事权,其人员招揽和职务安排,形式上还是要由民事服务局经手,行政上更直属首相署。结构如此,“特别祈祷会”也难保其节操。
至于党内,巫统主席一职,也是在马哈迪任内经历几回合的惨烈党争后,愈趋专权。身兼首相的党魁,手上可分派的党职、官职和资源实在太多。反观党争史上另立山头者,下场一贯凄惨,东姑拉沙里和安华皆可为殷鉴。诺嘉兹兰之流既是聪明人,自然不屑和已经没什么政经资源的九旬老人马哈迪唱和。
不过巫统政权是否无虞?又得以延寿多久?这点党内的青壮一辈就不得不作政治判断。

马来西亚多年来常被学者视为“半民主”(semi-democracy)政体。这种介乎专制及典型自由民主政体之间的半桶水民主,属难以清晰归类的混杂型政体一种,学界试图加以界定的名目繁多,electoral democracy、electoral one-party state等都是。
枝节不论,马来西亚的所谓半民主性质,主要体现在选举终究是政权的正当性源头,而不像专制政府般只诉诸直接的压制手段。当权者一方面希望以选举赢取执政的正当性,另方面又想长保权力,于是操控选举,并对其程序诸多摆弄设限。而选举之外,当权者更会持续透过压抑公民社会、监控媒体和滋扰反对党等手段来巩固政权。
混杂型政体到底稳不稳定,不无争论,不过学者多倾向认为它本质上并不稳定,主因则是民主和专制政体,其实各有其运作逻辑,混在一起必生矛盾。民主制度运作下,民间享有言论、集会、新闻等自由,多党政治则让政权合法更替、朝野彼此监督制衡,遂能有效稳定地处理社会矛盾。专制政府则镇压异议,剥夺民间的自由权利,不容选举的权力竞逐,也自有其稳定之道。然而半民主政体,既容许局部的自由权利与选举竞逐,就难免要一再面对民间优化民主、改良选制、杜绝贪渎等诉求,张力难免。

当然,选民绝非一个整体,不会一致行动。巫统菁英之所以堕落得有恃无恐,不能否认巫统作为马来主权捍卫者的形象,至今根深柢固,并未急遽褪色,乡区尤然。如果说选举终究是巫统政权的正当性源头,其源头不外乡区马来选民和城镇的马来中产阶级。前者易骗,后者容易收买,巫统菁英遂多选择相信巫统政权不倒。
纳吉一伙今天已公然将其系列丑闻都无厘头地和巫统、马来人的生死存亡绑在一块:邪恶势力正不择手段要摧毁马来人和伊斯兰,好在中东的穆斯林富兄弟帮了一把。纳吉如果不支倒下,巫统就完蛋;巫统完蛋,国内的马来人和伊斯兰也统统完蛋。好笑?且慢。下届选举开票,就可以验证乡区马来人吃不吃这一套。他们很可能还是把它当饭吃了。
但有野心的巫统青壮辈菁英,恐怕要开始琢磨巫统在城市地区的权力基础。经济不振、公领域的资源渐少,马来中产阶级已无法轻易靠公家职位、政府合约及其他的经济实惠收买。马来知识青年也开始躁动,而这批人十数年后,也将成为城市中产阶级一员。本周末的净选盟4.0大集会,基本上就是城市人对堕落权力菁英的抗议。人数多寡固然关键,巫统更在乎的,恐怕是城市马来人来了多少?
马来西亚半桶水民主的转型进程,晚近十年已有不少先兆,问题已非巫统政权会不会倒,而是什么时候倒?真正机灵的巫统青壮一辈,如果想得远,就该回头挽救自己的正直形象,毕竟那才是未来不论在朝在野都用得上的政治资本。凯里是这群真小人中的佼佼者,哪一天他若见风转舵,开始对老板似挺不挺暧暧昧昧,纳吉危矣。净选盟4.0大集会或许就有这个催化作用。

Fukushima’s still radiating, self-perpetuating, immeasurable, and limitless, like a horrible incorrigible Doctor Who monster encounter in deep space.
Fukushima will likely go down in history as the biggest cover-up of the 21st Century. Governments and corporations are not leveling with citizens about the risks and dangers; similarly, truth itself, as an ethical standard, is at risk of going to shambles as the glue that holds together the trust and belief in society’s institutions. Ultimately, this is an example of how societies fail.
Tens of thousands of Fukushima residents remain in temporary housing more than four years after the horrific disaster of March 2011. Some areas on the outskirts of Fukushima have officially reopened to former residents, but many of those former residents are reluctant to return home because of widespread distrust of government claims that it is okay and safe.
Part of this reluctance has to do with radiation’s symptoms. It is insidious because it cannot be detected by human senses. People are not biologically equipped to feel its power, or see, or hear, touch or smell it (Caldicott). Not only that, it slowly accumulates over time in a dastardly fashion that serves to hide its effects until it is too late.
Chernobyl’s Destruction Mirrors Fukushima’s Future
As an example of how media fails to deal with disaster blowback, here are some Chernobyl facts that have not received enough widespread news coverage: Over one million (1,000,000) people have already died from Chernobyl’s fallout.
Additionally, the Rechitsa Orphanage in Belarus has been caring for a very large population of deathly sick and deformed children. Children are 10 to 20 times more sensitive to radiation than adults.
Zhuravichi Children’s Home is another institution, among many, for the Chernobyl-stricken: “The home is hidden deep in the countryside and, even today, the majority of people in Belarus are not aware of the existence of such institutions.”1
One million (1,000,000) is a lot of dead people. But, how many more will die? Approximately seven million (7,000,000) people in the Chernobyl vicinity were hit with one of the most potent exposures to radiation in the history of the Atomic Age.
The exclusion zone around Chernobyl is known as “Death Valley.” It has been increased from 30 to 70 square kilometres. No humans will ever be able to live in the zone again. It is a permanent “dead zone.”
Additionally, over 25,000 died and 70,000 disabled because of exposure to extremely dangerous levels of radiation in order to help contain Chernobyl. Twenty percent of those deaths were suicides, as the slow agonizing “death march of radiation exposure” was too much to endure.
Fukushima- The Real Story
In late 2014, Helen Caldicott, M.D. gave a speech about Fukushima at Seattle Town Hall on September 28, 2014. Pirate Television recorded her speech.
Dr. Helen Caldicott is co-founder of Physicians for Social Responsibility, and she is author/editor of Crisis Without End: The Medical and Ecological Consequences of the Fukushima Nuclear Catastrophe, The New Press, September 2014. For over four decades Dr. Caldicott has been the embodiment of the anti-nuclear banner, and as such, many people around the world classify her as a “national treasure”. She’s truthful and honest and knowledgeable.
Fukushima is literally a time bomb in quiescence. Another powerful quake and all hell could break loose. Also, it is not even close to being under control. Rather, it is totally out of control. According to Dr. Caldicott, “It’s still possible that Tokyo may have to be evacuated, depending upon how things go.” Imagine that!
According to Japan Times as of March 11, 2015:
There have been quite a few accidents and problems at the Fukushima plant in the past year, and we need to face the reality that they are causing anxiety and anger among people in Fukushima, as explained by Shunichi Tanaka at the Nuclear Regulation Authority. Furthermore, Mr. Tanaka said, there are numerous risks that could cause various accidents and problems.
Even more ominously, Seiichi Mizuno, a former member of Japan’s House of Councillors (Upper House of Parliament, 1995-2001) in March 2015 said:
The biggest problem is the melt-through of reactor cores… We have groundwater contamination… The idea that the contaminated water is somehow blocked in the harbor is especially absurd. It is leaking directly into the ocean. There’s evidence of more than 40 known hotspot areaswhere extremely contaminated water is flowing directly into the ocean… We face huge problems with no prospect of solution.2
At Fukushima, each reactor required one million gallons of water per minute for cooling, but when the tsunami hit, the backup diesel generators were drowned. Units 1, 2, and 3 had meltdowns within days. There were four hydrogen explosions. Thereafter, the melting cores burrowed into the container vessels, maybe into the earth.
According to Dr. Caldicott, “One hundred tons of terribly hot radioactive lava has already gone into the earth or somewhere within the container vessels, which are all cracked and broken.” Nobody really knows for sure where the hot radioactive lava resides. The scary unanswered question: Is it the China Syndrome?
Following the meltdown, the Japanese government did not inform people of the ambient levels of radiation that blew back onto the island. Unfortunately and mistakenly, people fled away from the reactors to the highest radiation levels on the island at the time.
As the disaster happened, enormous levels of radiation hit Tokyo. The highest radiation detected in the Tokyo Metro area was in Saitama with cesium radiation levels detected at 919,000 becquerel (Bq) per square meter, a level almost twice as high as Chernobyl’s “permanent dead zone evacuation limit of 500,000 Bq.”3. For that reason, Dr. Caldicott strongly advises against travel to Japan and recommends avoiding Japanese food.
Even so, post the Fukushima disaster, Secretary of State Hillary Clinton signed an agreement with Japan that the U.S. would continue importing Japanese foodstuff. Therefore, Dr. Caldicott suggests people not vote for Hillary Clinton. One reckless dangerous precedent is enough for her.
According to Arnie Gundersen, an energy advisor with 39 years of nuclear power engineering experience, as reported in The Canadian on August 15, 2011:
The US government has come up with a decision at the highest levels of the State Department, as well as other departments who made a decision to downplay Fukushima. In April, the month after the powerful tsunami and earthquake crippled Japan including its nuclear power plant, Hillary Clinton signed a pact with Japan that she agreed there is no problem with Japanese food supply and we will continue to buy them. So, we are not sampling food coming in from Japan.
However, in stark contrast to the United States, in Europe Angela Merkel, PhD physics, University of Leipzig and current chancellor of Germany is shutting down all nuclear reactors because of Fukushima.
Maybe an advanced degree in physics makes the difference in how a leader approaches the nuclear power issue. It certainly looks that way when comparing/contrasting the two pantsuit-wearing leaders, Chancellor Merkel and former secretary of state Clinton.
After the Fukushima blow up, ambient levels of radiation in Washington State went up 40,000 times above normal, but according to Dr. Caldicott, the U.S. media does not cover the “ongoing Fukushima mess.” So, who would really know?
Dr. Caldicott ended her September 28. 2014 speech by saying:
In Fukushima, it is not over. Everyday, four hundred tons of highly radioactive water pours into the Pacific and heads towards the U.S.  Because the radiation accumulates in fish, we get that too. The U.S. government is not testing the water, not testing the fish, and not testing the ambient air. Also, people in Japan are eating radiation every day.
Furthermore, according to Dr. Caldicott:
Rainwater washes over the nuclear cores into the Pacific. There is no way they can get to those cores, men die, robots get fried. Fukushima will never be solved. Meanwhile, people are still living in highly radioactive areas.
Fukushima will never be solved because “men die” and “robots get fried.” By the sounds of it, Fukushima is a perpetual radiation meltdown scenario that literally sets on the edge of a bottomless doomsday pit, in waiting to be nudged over.
UN All-Clear Report
A UN (UNSCEAR) report on April 2, 2014 on health impacts of the Fukushima accident concluded that any radiation-induced effects would be too small to identify. People were well protected and received “low or very low” radiation doses. UNSCEAR gave an all-clear report.
Rebuttal of the UNSCEAR report by the German affiliate of the International Physicians for the Prevention of Nuclear War dated July 18, 2014 takes a defiant stance in opposition to the UN report, to wit:
The Fukushima nuclear disaster is far from over. Despite the declaration of ‘cold shutdown’ by the Japanese government in December 2011, the crippled reactors have not yet achieved a stable status and even UNSCEAR admits that emissions of radioisotopes are continuing unabated. 188 TEPCO is struggling with an enormous amount of contaminated water, which continues to leak into the surrounding soil and sea. Large quantities of contaminated cooling water are accumulating at the site. Failures in the makeshift cooling systems are occurring repeatedly. The discharge of radioactive waste will most likely continue for a long time.
Both the damaged nuclear reactors and the spent fuel ponds contain vast amounts of radioactivity and are highly vulnerable to further earthquakes, tsunamis, typhoons and human error. Catastrophic releases of radioactivity could occur at any time and eliminating this risk will take many decades… It is impossible at this point in time to come up with an exact prognosis of the effects that the Fukushima nuclear disaster will have on the population in Japan… the UNSCEAR report represents a systematic underestimation and conjures up an illusion of scientific certainty that obscures the true impact of the nuclear catastrophe on health and the environment.

Fukushima’s Radiation and the Future

Four years after an earthquake and tsunami destroyed Japan’s Fukushima nuclear power plant, the road ahead remains riddled with unknowns… Experts have yet to pinpoint the exact location of the melted fuel inside the three reactors and study it, and still need to develop robots capable of working safely in such highly radioactive conditions. And then there’s the question of what to do with the waste… serious doubts about whether the cleanup can be completed within 40 years.
According to Prof. Hiroaki Koide (retired), Kyoto University Research Reactor Institute, April 25, 2015:
Although the Chernobyl accident was a terrible accident, it only involved one reactor. With Fukushima, we have the minimum [of] 3 reactors that are emitting dangerous radiation. The work involved to deal with this accident will take tens of years, hundreds of years. It could be that some of the fuel could actually have gone through the floor of the containment vessel as well… What I’ve just described is very, very logical for anyone who understands nuclear engineering or nuclear energy. (Which dreadfully spells-out: THE CHINA SYNDROME.)
According to the Smithsonian, April 30, 2015:
Birds Are in a Tailspin Four Years After Fukushima: Bird species are in sharp decline, and it is getting worse over time… Where it’s much, much hotter, it’s dead silent. You’ll see one or two birds if you’re lucky.
Developmental abnormalities of birds include cataracts, tumors, and asymmetries. Birds are spotted with strange white patches on their feathers.
Maya Moore, a former NHK news anchor, authored a book about the disaster:The Rose Garden of Fukushima (Tankobon, 2014), about the roses of Mr. Katsuhide Okada. Today, the garden has perished:
It’s just poisoned wasteland. The last time Mr. Okada actually went back there, he found baby crows that could not fly, that were blind. Mutations have begun with animals, with birds.
The Rose Garden of Fukushima features a collection of photos of an actual garden that existed in Fukushima, Japan. Boasting over 7500 bushes of roses and 50-thousand visitors a year, the Garden was rendered null and void in an instant due to the triple disaster — earthquake, tsunami, and meltdown.
The forward to Maya’s book was written by John Roos, former US Ambassador to Japan 2009-13:

Roos’ “small window” could very well serve as a metaphor for a huge black hole smack dab in the heart of civilization. Similarly, Fukushima is a veritable destruction machine that consumes everything in its path, and beyond, and its path is likely to grow. For certain, it is not going away.
Thus, TEPCO (Tokyo Electric Power Company) is deeply involved in an asymmetric battle against enormously powerful unleashed out-of-control forces of E=mc2.
Clearly, TEPCO has its back to the wall. Furthermore, it’s doubtful TEPCO will “break the back of the beast.” In fact, it may be an impossible task.
Maybe, just maybe, Greater Tokyo’s 38 million residents will eventually be evacuated. Who knows for sure?
